It defines the "Create new menu" permission and the following permissions for each menu separately:
- Create new menu
- View [menu_name] menu in menu list
- Add new links to [menu_name] menu
- Edit [menu_name] menu
- Edit links in [menu_name] menu
- Delete [menu_name] menu
- Delete links in [menu_name] menu
