This is basically a fork from https://www.drupal.org/project/stage_file_proxy
I found the architecture of SFP beeing not very flexible or extensible and had the impression that development got stuck here https://www.drupal.org/project/stage_file_proxy/issues/2928564
So I decided to layout a new architecture.
It is based on config entities and configurable plugins and I tried to add hooks where it seemed to make sense to me.
