Having Simplenews is good. You can easily mass-contact your subscribers. But:
- what is you need a much better control on "what you are sending who"?
- What if you want to contact your users who didn't post any [TYPE-OF-CONTENT] in the last month?
- What if you want to engage your subscribers who haven't visited your blog for a while?
This is the aim of the Simplenews Subscriber Filters.
Taking advantage of Sql::addTag, the module is light and easy in design and coding. Being detached from the main module, there's no impact on your Drupal installation in terms of structure and configuration. You can easily enable and disable the module with no problem.
Similar features to this module, the Views based Simplenews Filter for Drupal 7.

- apply code in README, waiting for the addTag() to be implement in simplenews module [Issue 3207971]
