Sticky Edit Actions AKA "Sticky Submit" sticks element with the ID of "edit-actions" to the bottom of the page when scrolling away from where it normally is and leaves it alone when not.
* There is no configuration, just enable and it should just work on all admin paths.
* Tested with core jQuery, 1.4.4.
* Tested with default admin theme, Seven.

Known issues:
Does not work with Views or Module Filter due to their unique/non-Drupal placement of buttons.
