So I made a patch that adds just that!

I am not sure where the 'allow delete term' originated from and I assuming that it was in drupal 5 and is not in 6.
Once I applied the patch, I could supply users with the ability to delete the terms.

This was done against the development version.

I applied it successfully on the stable release.
