I can easily bypass this captcha by simply refreshing my page a few times.

Go to this page: http://www.floridapets.org/user/register and enter a username and e-mail address, then hit return.
You should get an error message, hit return again. Click in one of the fields and hit enter again. On the second or third try the form will be submitted without ever having to answer the captcha.

I checked your site and I see the problem occuring. Though, I just installed textcaptcha on my site and I'm not having the problem you are having, even after reloading the pages several times. Something else may be interfering with your form.
