The Themr module will add an visual CSS editor that can manage and override CSS on the fly and also create actual CSS files that the system can load. It will store it as configs so it can be changed on a local or dev environment and then be deployed to production.
This is one part of making Drupal more accessible to site builders, but more importantly to make AI generated baseline themes, so the themer can focus on the nitty gritty details instead.
