It seems that 'Title Overrides' menu under 'Configuration' -> 'USER INTERFACE' appears only for user1 (default admin), not for any administrative user and only when 'Configuration' -> *People' -> 'Account Settings' -> 'Administrator role' is set to 'Administrator'. (Would be nice at least to mention it in Project page - lost an hour...)

veskimees CreditAttribution: veskimees commentedActually, this very possibility to give 'administer title overrides' right to anyone appeared only for user1. I usually log in as user with all possible rights (but not user1). I installed module - no any detectable change anywhere :-). Logged in as user1 and it worked OK. Sorry I didn't check specially, could I as user 1 give rights to anyone else. (I deleted module afterward; not because its bad or anything, but its not exactly what I need.)

I enable module -- I can do that as user1 [drupaladmin btw] or average user with administrator rights. In first case I will have 'Title overrides' in 'Configuration' -> 'User interface' (and there I can define those); in 2nd case I don't have that. Simply. And in both cases I don't have changes in 'People' -> 'Permissions'.
