With Tour Builder we hope to improve your Tour writing by exchange Tours with ease between Tour Writers and module Coders. It does that by extending the Tour UI operations.
Tour Builder should be the interface to the outside world handling tour content.
Tour UI is the entity editor of Core Tour module.
After installing (workaround)
You need to enable a random module after installing Tour Builder which will trigger a proper cache rebuild or run drush cache-rebuild
Core bug
There is a core bug #2886083: Module set weight during install does not take effect until after full cache clear and #2679008: Module weight is not taken into account after module installation preventing the Tour Builder menu items to appear.
