Better detection of existing files during file import

In _uuid_features_file_field_import_file() there is a code snippet inside one of the cases which checks against existing files to avoid the error message "Duplicate entry for key 'uri'". However, I encountered that error inside another of the cases where this check against existing files is not made. Therefore I want to move the snippet up in the function to make sure that it is always run.
