Anon not working

I am seeing exactly this problem in 7.x-1.0:

Permissions are enabled for anonymous users. UID=0 is present in the DB. The "Click to watch this page..." link shows at the end of the post. But clicking on it just causes it to blink off and on again. No form appears. It works for registered users.
