Seems to be a very common feature request to allow some user roles be able to add/edit/delete user accounts on a site/sections without granting the 'administer users' permission. Would this possibly be a good sub-module since it isn't really related to content?

We need a feature in Workbench Access that allows section admins to assign users to their sections. Might we also expand that to account creation?

In the model we've put forth, Workbench User might be a separate module that includes hooks for WA to add this behavior. Or it would just be a part of WA.

I see the value in creating editorial groups who manage their own content and their own user group (i.e adding new user accounts). It helps take the management of your site content one step further, helps maintain a cohesive interface and experience for the content maintainer who is not a super admin.

I would think that we don't want to limit this functionality to just Workbench Access.

Issue summary: View changes

It would be nice to assign a node to a user through the workbench module. When editing a draft you can assign the node to another user so they know they are the one that needs to work on it next or that node is their responsibility.
