Multi Users Approval

Is it possible to create multi user( parallel) approval in workbench.

If a user submit a content it will go to two(or more) users for approval.
If both users approves content it will get publish.
If both or any of them rejects the content it will goto admin for approval.
Then admin can approves it or reject.
