Fix for denial of service attack SA-CONTRIB-2014-113

back-ported from Drupal 7.x core

This is a rewrite of the module as compared to 6.x-1.x, focused on a single secret shared registration code. This is handy for sites that need to have public registration enabled, but where the registrants are a known group (e.g. people who attend a physical event together) where it is easy to share information like a secret registration code.

First release of this module for 6.x-1.0
