Someone has posted a theme-based solution here: http://drupal.org/node/211668
IMHO this is not ideal because it forces users to follow some arcane rules to specify an all-day event, but it may work for some in the interm.

Subscribing. Not sure why this isn't already implemented considering how great the date module is in general.
