Dynamic Help in action. Preliminary version as used in Header Image.

Allows maintainers of other modules to create a dynamic set of configuration steps without worrying about usability.

This module is based on the efforts of Sutharsan (Erik Stielstra) and Xano (Bart Feenstra) to create a good help section for Header Image. Please take a look at #256347: Improve help section if you want to know more about (past) development on this feature.
