I do not see the form to register an account even though USERS CAN CREATE ACCOUNT WITHOUT APPROVAL is selected

I do not see the form:

But I think that I have selected the correct option and anybody can open an account on my website.

You need to edit the content type that you want to enable it on. Under the comment settings for your content type, there's a box that you need to check that says, "Enable comment registration."
