I made test on FF2, FF3.5 & FF3.6 and I don't have such issue. Could you give me more details please?

hm...new idea

access to settings is possible only from first user
Users under an admin-role do not see this settings!
(screenshot for ie - logged admin,
screenshot for ff - logged user under an admin-role)

Hello, the information that I can add is:
I think the function: language_initialize () is not doing its job, not removing the prefix language for ACTIVEMENU.
