The Panels Plugin Example module provides a working demonstration of how a developer can create Panels 2 Plugins. This module features examples for several plugin types.

The module rfay described is now in a subdirectory of ctools.
In reality, the project mentioned here became the CTools Plugin Example, which is now shipped in a subdirectory of CTools (since the functionality moved there).
